Formed in 1971 by Ellis C. Rolls (RCE 12436), Joseph E. (Ed) Anderson (RCE 18151) and Ray D. Rolls (RCE 18036), Rolls Anderson & Rolls offers a broad range of civil engineering and land surveying services for local and regional, private and public works projects.
Our staff includes four licensed engineers and two licensed land surveyors who are assisted by experienced engineering, surveying, drafting and clerical staff.
Many of our staff have been with us for more than 20 years. We believe a small, stable firm with conscientious employees is able to consistently provide cost effective, high quality, professional service.
We are proud of our long-term relationships with the many public agencies that we represent and serve, some of which are referenced on this web site. This unique service has given us a valuable understanding of the various governmental processes throughout northern California.
The services that we provide for our public agency clients include plan and map checking, providing analysis and data for environmental review of projects, providing assistance in the preparation of loan and grant applications, as well as preparing various annual and regulatory reports.
We also provide engineering design, surveying, bid document preparation, project bidding services and contract administration for a variety of public works projects.
